CPSC’s Cordless Window Blind Rule Thrown Out by D.C. Circuit

A rule prohibiting cords on custom-made window blinds was thrown out Tuesday by a federal appeals court, which said the Consumer Product Safety Commission didn’t follow proper rulemaking procedures.

The CPSC issued the rule in 2022, based on a finding that the operating cords on window coverings pose a strangulation risk to young children.

The Window Covering Manufacturers Association, an industry group, challenged the rule and its compliance deadline.

The CPSC breached several administrative requirements, the US Court of Appeals for the D.C. Circuit said.
