A Chinese-American engineer passed over to lead the City of Tulsa, Oklahoma’s water treatment plant failed to convince the Tenth Circuit that his claims of race and age bias should be revived.
None of Hua Jiang’s arguments render the city’s explanation of its hiring process and criteria “unworthy of belief,” said a unanimous three-judge panel with the US Court of Appeals for the Tenth Circuit in a Tuesday opinion, as it affirmed a district court’s summary judgment against Jiang’s disparate-treatment and retaliation claims.
