The law protecting companies such as Facebook Inc. and Twitter Inc. from lawsuits over user-created content is facing continued strong criticism from both parties, despite partisan disagreements over how to change it.

Section 230 of the Communications Decency Act, part of a 1996 law (Public Law 104-104), has been credited with the creation of social media. Judges have interpreted the liability protections broadly, shielding companies even in cases where they allegedly helped develop unlawful content.
