Beto O’Rourke (D) may have acted lawfully in fundraising for Texas House Democrats who fled the state to avoid a vote on redistricting, a statewide appeals court signaled without making a determination.

Granting temporary relief to the former congressman pending a final decision, the court said it’s unclear at this stage that his organization Powered by People broke laws that the state invoked under the Deceptive Trade Practices Act.
