Public comment over the now-halted sale of Angel Stadium was improperly restricted at two 2020 city council meetings, a California appeals court found Wednesday, saying an email-only policy didn’t count as a full opportunity to participate.
Associate Justice Maurice Sanchez didn’t buy arguments from city of Anaheim’s attorney that city council members aren’t legally required to listen when people speak from the podium.
