‘Captive Audience’ Meeting Ban Stalls At California Legislature

Legislation that would prohibit employers from holding mandatory anti-union meetings will not get a vote at the California legislature this year.

The bill’s author, state Sen. Aisha Wahab (D), pulled the measure from consideration as legislators enter the final month of the session. The measure passed the state Senate in May by a vote of 26-7 and was awaiting a hearing from the Assembly Appropriations Committee. But the laws around so-called “captive audience” meetings are shifting, with several states and the National Labor Relations Board taking on the issue.
