West Publishing Improperly Selected for Air Force Data Order

Relx Inc., which does business as LexisNexis, won its protest of the US Air Force’s award of a task order to West Publishing Co. for an electronic search and data tool license.

The Air Force should terminate the task order, amend the solicitation, evaluate revised bids, and issue a new award, the Government Accountability Office said in a decision released Wednesday.

Relx showed that there are elements of West’s product that don’t satisfy the characteristics of a “brand-name-or-equal” solicitation. This solicitation said bidders were required to provide a brand-name LexisNexis license or an equivalent, the GAO said.
