Trump Seeks Full Court Rehearing on Copyright Chief Perlmutter

The Trump Administration asked the full D.C. Circuit to rehear a successful bid by Shira Perlmutter to be temporarily restored as the head of the US Copyright Office.

A panel erroneously treated the Register of Copyrights as a legislative officer even though it “plainly exercises executive powers,” said the petition for rehearing before the US Court of Appeals for the District of Columbia Circuit said. President Donald Trump said adjudicating copyright applications, issuing regulations, and overseeing royalty rate-setting proceedings makes the office firmly part of the executive.
