Whistleblower Jack “Jay” Palmer failed to show that Tata violated the False Claims Act because he didn’t sufficiently allege that the company submitted a claim for payment to the government, Judge Amos L. Mazzant III of the US District Court for the Eastern District of Texas said in a Tuesday opinion.
