Proponents of a music copyright bill that would streamline royalty payments from digital streamers like Spotify are hoping for Senate floor action soon, but battles over some of its provisions may stall action.
The bill (S. 2823) by Sen. Orrin G. Hatch (R-Utah) has been steadily attracting Republican and Democratic co-sponsors and now has a filibuster-proof 60-vote supermajority behind it. The House passed a similar measure (H.R. 5447) on a 415-0 vote in April.
