Push for Copyright Small Claims Tribunal Gains Steam, Skeptics

Top legal and business associations have thrown their weight behind a plan to create a new intellectual property tribunal, this one in the Copyright Office.

The American Bar Association, the American Intellectual Property Law Association, the U.S. Chamber of Commerce, and others are backing bipartisan legislation that would establish a small claims court for infringement disputes too small to justify a federal lawsuit. Advocates say the tribunal would most benefit photographers, who struggle to protect their images from unauthorized online use.
