TORONTO — Lingering ambiguities in the eventual operation of the uniform rapid suspension system for the new top-level domain name program are hamstringing providers’ efforts to put together definitive responses to the Internet Corporation for Assigned Names and Numbers’s request for information on the provision of URS services, a number of potential URS service providers said on October 18 during the ICANN meeting in Toronto.
