A Pearson PLC subsidiary won dismissal of a parent’s federal lawsuit accusing it and a Kentucky school board of misusing copyright and public-records laws to deny her copies of mental health surveys administered to students.

Miranda Stovall’s complaint against NCS Pearson Inc. belongs in state court because it anticipates a defense that might be raised in an appeal to the Kentucky attorney general disputing the response to her public records request, according to an order issued Tuesday by the US District Court for the Western District of Kentucky.
