A New York state judge on Monday sided with ex-Gov. Andrew Cuomo (D) in a lawsuit over book earnings — a ruling that puts the state’s authority to enforce its ethics rules in doubt.

Cuomo argued that he should get to keep the money because the legislature overstepped its authority while creating the Commission on Ethics and Lobbying in Government in 2022. The commission has probed whether Cuomo improperly used state resources to write “American Crisis: Leadership Lessons from the COVID-19 Pandemic.” The pandemic memoir was a best-seller before a series of scandals drove Cuomo to resign in August 2021. ...
