The Federal Circuit affirmed the decision of a federal district court in Virginia dismissing an individual’s action against the U.S. PTO and various agency officials alleging misconduct in the handling of his patent applications. The appeals court determined that the district court didn’t abuse its discretion by dismissing the complaint, and found no error in the district court judge’s decision not to recuse herself.
