WACO, Texas—The Trump administration’s ability to cancel labor union agreements and terminate potentially thousands of federal workers could come down to a race between two courts.

Judge Alan Albright of the US District Court for the Western District of Texas ended a hearing Tuesday on a motion to dismiss without announcing his decision timeline as the clock ticks down to June 18, when a judge in the Northern District of California is set to tackle a similar, though wider reaching, case.
