U.S. Trade Remedy Duties on Citric Acid Imports Draw Appeal

A U.S. importer is appealing U.S. duties on entries of citric acid, arguing the government wrongly determined the shipments originated in China.

TR International Trading Co.'s suppliers produce citric acid in India from inputs of indeterminate origin. U.S. Customs and Border Protection determined that the supplier’s processing of the input didn’t constitute a substantial transformation that would establish India as the country of origin.

The agency treated the citric acid as originating in China, and applied antidumping and countervailing duties designed to cover Chinese citric acid.
