Donald Trumpis planning to outline an unconventional idea for personal and corporate tax cuts that he could implement without Congress, according to news anchors who met with the president for lunch ahead of Tuesday’s State of the Union address.

Media figures, including Fox News’ Bret Baier and MSNOW’s Stephanie Ruhle, outlined the details of the closed-door discussion in broadcast appearances, but said they did not have additional details about how the president’s proposal would work.
