Donald Trump’s administration rushed out tariffs and trade negotiations last year to address what it saw as the national emergency of unfair trade imbalances. Ninety deals in 90 days was the soundbite from White House adviser Peter Navarro, the author of a book about working in a political fast lane he dubbed “Trump time.”

But when it comes to sending out refunds on those now-illegal import taxes, the administration’s need for speed has faded away.
