Expanded Chinese Hardwood Plywood Duties Draw Legal Challenge

A pair of Chinese manufacturers and a U.S. importer are challenging a recent Commerce Department decision expanding the scope of products subject to antidumping and countervailing duties on plywood from China.

The U.S. maintains antidumping and countervailing duties on “certain hardwood plywood products from China.” In November Commerce announced its determination that certain imports from China were unfairly circumventing these duty orders, and would begin facing the duties.

The products at issue are “plywood products with face and back veneers of radiata and/or agathis pine that: (1) Have a Toxic Substances Control Act (TSCA) or California Air Resources Board (CARB) ...
