Court Throws Chinese Pencil Duties Into Doubt

An administrative review that set antidumping duties at 114.90 percent on imports of pencils from China might be invalid, the Court of International Trade ruled April 5 (Shandong Rongxin Import & Export Co., Ltd. v. United States, Ct. Int’l Trade, 15-00151, 4/5/16).

The Commerce Department must either reconsider its decision to launch the review or provide a better explanation for its decision, the court said.
