China Says US, EU Got Advance Warning on Curbs for Metal Exports

China says it had notified the US and European Union via its export-controls dialog channels before it publicly announced restrictions on exporting two metals that are crucial to parts of the semiconductor, telecommunications and electric-vehicle industries on Monday.
