Evanston Insurance Co. sued WSP Global unit Pastor, Behling & Wheeler LLC on Tuesday, seeking a declaration that it has no duty to defend the consulting firm in underlying litigation until Admiral Insurance Co. exhausts both its “damages” and “claims expense” limits under an underlying primary policy.

Evanston issued an excess liability policy to PBW that follows form to an underlying primary policy issued by Admiral.
