BGOV Bill Analysis: S. 3386, ACA Plan Health Savings Accounts

Eligible enrollees could receive between $1,000 and $1,500 annually for two years toward a health savings account if they choose an Affordable Care Act marketplace insurance plan with the lowest premiums, under S. 3386.

The measure is Senate Republicans’ counterproposal to a Democratic effort to extend pandemic-era enhancements to the Affordable Care Act’s premium tax credit, which are set to lapse on Dec. 31.

Democrats warn that the expiration will drive up out-of-pocket premium costs for millions of Americans. Enrollees have already received notices of higher premiums for 2026.
