Army Corps Procurement Has Unlawful Union Pact Demand, Suit Says

A construction firm is challenging a requirement for federal contractors to reach project labor agreements with unions to win contracts, urging the US Court of Federal Claims to stop the US Army Corps of Engineers from requiring a PLA in a contract solicitation.

HSGS-Ameresco LLC says the PLA requirement in a procurement for the construction of the Anniston Army Depot Power Generation and Microgrid project in Alabama violates a contract competition law, and constitutes an unauthorized socioeconomic set-aside, it said in its Wednesday complaint.
