A moderate Republican is pushing a sweeping immigration bill that he hopes will appeal to both Kamala Harris and Donald Trump as they vie for the White House.
The proposal from Rep. John Duarte (Calif.) would provide work permits to farm workers, mandate border wall completion, and offer legal status to select undocumented immigrants when the border is deemed secured.
