Minnesota Schools Sue DHS Over Immigration Enforcement Actions

Two Minnesota school districts and an education workers’ union are challenging a US Department of Homeland Security policy that gives federal agents discretion to conduct immigration enforcement activities on school grounds.

A 2025 DHS memo walked back decades of policy that forbid immigration enforcement at schools and other “sensitive locations"—such as places of worship and hospitals—absent internal approval or exigent circumstances, according to a complaint filed Wednesday in the US District Court for the District of Minnesota.
