BGOV Bill Analysis: H.R. 7744, FY 2026 Homeland Security Funding

The Homeland Security Department would receive $64.4 billion in baseline discretionary funding for fiscal 2026 under H.R. 7744, $624 million or 1% less than comparable 2025 levels.

The measure would provide another $26.4 billion in federal disaster relief funds for a net discretionary total of $97.4 billion when accounting for more than $6 billion in offsetting fees and rescissions — $3.5 billion or 3.7% more than comparable 2025 funding, according to the joint explanatory statement referenced in the measure.
