Trump Abortion Funding Rule Tightens Referrals Language (1)

The final version of President Donald Trump’s abortion gag clause appears to have strengthened rules against directing women in any way to facilities that perform abortions.

The rule that decouples federal funding from any facility offering abortion services, called Title X, was finalized Feb. 22 despite months of pushback from abortion advocacy groups and Democrats.

The finalized document appears to make it more difficult for women to know which facilities, if any, that they’re being referred to provide abortions.

In the original proposal the Department Department of Health and Human Services said a doctor could provide “nondirective counseling on abortion”...
