States are pushing back against an HHS proposal requiring them to revamp enrollment systems to make it easier for some low-income seniors to apply for an underused health-care benefit.
A key provision of a proposed rule (RIN 0938-AU00) seeks to streamline the application process for low-income Medicare beneficiaries eligible for monthly payments from Medicaid for Medicare-related expenses, known as Medicare Savings Plans. Many of those individuals have not claimed benefits due to rigid income documentation requirements not found in similar government programs.
