Anti-abortion demonstrators’ plan to paint a Washington street in front of a Planned Parenthood facility with a “Black Pre-Born Lives Matter” slogan ran into a snag Friday, as a federal district court refused to block the city from enforcing its antidefacement ordinance against them.
