NIH Says States Can’t Fight Indirect Fund Cuts in Federal Court

The Trump administration told an appeals court that 22 states and other academic organizations fighting the NIH’s cap on research overhead costs can’t bring their challenge before a federal court because it lacks jurisdiction to hear the case.
