ST. LOUIS—Kansas Gov. Sam Brownback (R) April 19 signed a bill (H.B. 2253) that prohibits abortions related to the gender of the unborn child, and declares that the life of each human being begins at fertilization.
In addition, the bill prohibits the use of tax funds to facilitate abortions, and prohibits school districts from allowing abortion providers to provide instruction on sex education and family planning.
A conference committee version of the bill, H.B. 2253, passed the House April 5 by a vote of 90-30, and the Senate the same day by a vote of 28-10.
