CHICAGO—A federal jury has ordered the operators of a nursing home in Kankakee County, Ill., to pay $28.1 million in civil penalties in a whistleblower action that alleged the facility fraudulently billed Medicare and Medicaid for worthless services and falsely certified that it was acting in compliance with federal and state patient care regulations (United States v.
