Hydrogen Tax Rules Raise Warning Over Promise of $8 Billion Hubs

The Biden administration’s proposed rules to qualify for the 45V hydrogen production tax credit will constrain the Energy Department’s $8 billion hydrogen hub program if changes aren’t made to the final guidance, according to industry officials.

“In order to get these things off the ground, we need more flexibility,” Mike Graff, chairman and CEO of American Air Liquide Holdings Inc. said in an interview Wednesday. Air Liquide is participating in six of the seven regional hubs selected by the DOE in October.
