Health Care Package Clears House, Senate Prospects Uncertain

The House passed two bills July 25 that would expand the use of tax-advantaged health savings accounts, increasing the contribution limits for HSAs, allowing them to be used for gym memberships and over-the-counter medications, and broadening the types of health plans that can be used with them.

The measures (H.R. 6311, H.R. 6199) consolidate several bills approved by the Ways and Means Committee earlier in July. H.R. 6311, which passed 242-176, also includes a provision to delay an annual fee for health insurance providers through 2021 and another allowing anyone to buy catastrophic coverage plans through health insurance exchanges.
