Health Agency, Cities Split Decision on Trump’s Obamacare Rules

Four out of nine provisions of a Trump administration rule governing Obamacare health insurance exchanges have been vacated and sent back to the U.S. Health and Human Services Department after a federal court found the agency acted improperly in adopting them.

Additionally, the agency acted contrary to the Affordable Care Act when it adopted a provision that changes how much insurers must repay customers if the amount they spend on health care, as opposed to administrative costs, drops below 80%, the U.S. District Court for the District of Maryland said.
