Senate Democrats blocked Republican-led legislation to sanction the International Criminal Court on Tuesday, a win for the minority that has struggled to stay unified.
The Senate rejected the legislation (H.R. 23) in a 54-45 procedural vote, failing to reach the needed 60 to advance after changes were rejected that Democrats sought over concerns about impact the bill on US businesses and allies.
