Senate Democrats are trying to put new energy into their long-time goal of empowering the government to demand lower drug prices—only to face the same hurdles that stalled President Joe Biden’s domestic spending package.

Democrats want the government to negotiate with drug companies and place caps on what millions of Americans pay for medicines. That proposal foundered as Democrats failed to get 50 senators to agree on the underlying spending bill.
