A proposal by New York Governor Andrew Cuomo that would have reduced the state’s liability for retiree health benefits by $13.5 billion failed to make it into the state’s new budget.
Cuomo had proposed that new employees who retire after less than 30 years of service would receive health benefits on a graduated scale. He also wanted to cap reimbursements to retirees and their dependents for Medicare Part B. Only five states, California, Connecticut, Hawaii, Nevada and New Jersey, reimburse the standard premium, according to a memorandum in support of Cuomo’s proposed budget.
