The Center for Consumer Information & Insurance Oversight (CCIIO) issued a question-and-answer document Nov. 4 that says it “discourages” health-care providers and other third-party payers from making insurance premium payments on behalf of people purchasing qualified health plans (QHPs) on the Affordable Care Act (ACA) exchanges, or marketplaces.
The document from CCIIO—a part of the Centers for Medicare & Medicaid Services—comes days after HHS Secretary Sebelius sent a letter Oct. 30 to Rep. Jim McDermott (D-Wash.) in which she stated that QHPs were not considered “federal health care programs” for purposes of the anti-kickback law 212 DER A-21, 11/1/13. ...
