Cigna Corp. can acquire Express Scripts with approval from California regulators as long as the company keeps premium increases to a minimum and invests in the state’s health-care delivery system.
The California Department of Managed Health care approved the merger Dec. 13 with an agreement that the companies won’t pass acquisition costs on to customers through higher premiums.
The companies also will spend $60 million on initiatives to improve patient care and affordability, fund education for health professionals, improve health care infrastructure, and address the opioid crisis.
