North Carolina is putting off a planned overhaul of its Medicaid program until next year as a budget for the current fiscal year has yet to be completed.
The state is shifting Medicaid away from fee-for-service toward a managed care system, and it had planned to launch the new program in parts of the state in November. But Gov. Roy Cooper (D) and the Republican-led Legislature continue to wrangle over a spending plan for the fiscal year that began July 1.
