BGOV Bill Analysis: H.R. 3632, Power Plant Retirements

The Federal Energy Regulatory Commission would be authorized to delay power plant retirements by up to 10 years under H.R. 3632.

The measure would expand FERC’s authorities to order public utilities to provide sufficient electricity generation, and require power plant operators to notify FERC of planned retirements at least five years in advance. It also would exempt actions taken to comply with an order from federal and state environmental laws.

The bill’s sponsors said the authorities are needed to ensure reliable electricity amid rapidly growing demand driven by AI and domestic manufacturing, combined with record levels of plant retirements. ...
