Behavior Health Agency Cuts Drug-Related Harm Reduction Services

The Substance Abuse and Mental Health Services Administration expanded its list of prohibited harm reduction services in a pair of new guidance documents to exclude drug testing strips.

The new letters, dated April 24, expand on guidance that SAMHSA issued last July that said the agency intends to shift away from harm reduction to align with executive action from President Donald Trump.

Harm reduction refers to the practice of reducing the negative public health effects of substance use. It includes efforts to reduce the spread of infectious diseases and minimize overdose deaths.
