The often vociferous and sometimes litigious debate over the shape of state Medicaid programs shows no sign of letup for 2019.
Disputes over funding may delay the expansion of Medicaid in a number of states where voters passed ballot initiatives to add beneficiaries the federal-state program for the poor.
Voters in three states—Nebraska, Utah, and Idaho—approved ballot measures that will make more people eligible for Medicaid. That brought to 37 the number of states that have decided to offer Medicaid coverage to low-income adults just above the federal poverty level.
