The Army Corps of Engineers should reconsider its award of a environmental remediation services contract to APTIM Federal Services LLC because the agency didn’t conduct reasonable previous experience and past performance evaluations, GAO said.
Protester Weston-ER Federal Services LLC demonstrated that the agency improperly assigned its bid weaknesses under the previous performance evaluation factor, which required identifying four projects where a bidder performed as a prime contractor, the Government Accountability Office said in a decision released Monday.
The assigned weaknesses resulted from disparate treatment of bidders and the application of unstated evaluation criteria, the GAO said.
