Superior Optical Lab Inc. showed that the VA improperly canceled an eyewear services procurement set aside for veteran-owned small businesses in order to seek services from agencies that employ blind and disabled workers, the U.S. Court of Federal Claims said.
The Department of Veterans Affirs, under a 2006 veterans benefits law, must limit contract competition to veteran-owned smalls businesses when two or more firms are able to perform, Judge Thomas C. Wheeler said in a decision released Oct. 30.
