USAID Strategy Targets Barriers to Adding Local Contractors

Procurement strategy for the US Agency for International Development will stay in step with Administrator Samantha Powers’ commitment to using local partners, according to officials on an acquisition office webinar Wednesday.

USAID’s goal is to increase local work to account for 25% of its funds by fiscal 2025. Part of the goal involves plans to “increase flexibilities to limit competition to local partners,” according to USAID strategy documents.

Paloma Adams-Allen, USAID deputy administrator for management and resources, said the agency’s acquisition and assistance strategy emphasizes “eliminating barriers that prevent non-traditional actors from joining our mission.”
