U.S. Army’s Covid-19 Telemedicine Project Can’t Be Protested

System Architecture Information Technology can’t protest the U.S. Army’s elimination of the company’s proposal for a telemedicine network to respond to the Covid-19 pandemic, the GAO said.

The Government Accountability Office lacks jurisdiction over protests challenging other transaction agreements (OTAs), it said in a decision released Wednesday.

Such agreements, which the Army may issue for prototype projects, don’t constitute procurement contracts under the Competition in Contracting Act, the GAO said.
